Catatan Presidential Regulation Number 35 of 2018 about the Acceleration of the Development of Installations for Processing Waste into Electrical Energy in 12 Cities including Surakarta City aimed to fulfill the national electricity needs, overcome the problems caused by municipal solid waste and efforts to reduce the greenhouse gas emissions. Also, the utilization of energy resources for the electricity sector leads to renewable energy such as solar energy abundantly available in Indonesia however due to solar energy is intermittent then it needs to be hybrid with other power plants. This study aimed to analyze the potential and energy planning according to municipal solid waste power plants in Putri Cempo’s Landfill which is still under construction and expected to be developed together with a solar power plant to support regional energy security. The quasi-qualitative method was used with the primary data taken through observation, interviews, and documentation while the secondary data came from reviews, interpretations of journals, and research publications. The data obtained were processed and analyzed using RetScreen software. The results showed that Putri Cempo’s landfill potentially can generate annual electricity up to 988.28 MWh by solar panels and 2,228.89 MWh from the municipal solid waste power plant. In conclusion, the fulfillment of energy needs in regions that didn’t depend on the interconnections between regional networks can ensure the energy supply during emergency, crisis and war conditions. In the future, it is recommended to review the configuration model and how to speed up the waste management process so that it becomes ready-to-use raw materials for municipal solid waste power plants considering the characteristics of waste in Indonesia is high in moisture content.
